While the CIA and FBI was getting the intell on the North Brotern Islands the president had ordered his staff, the Supreme court, members of the Congress, and Senate plus all key members of the federal government to take refudge in the designated bunkers. Sabrina was informed from Homeland security that she would recieve the Secretary of State admission slip for the bunker.
When the Secretary of State admission tickets arrived with a letter of the rule of admission she handed it to him. He told her he wouldn't go to the bunker and leave his wife to fend for herself. Sabrina read the letter and it didn't make any sense to her either. She couldn't understand why she as his assistant would be allowed but not his wife. She thought the leader of Homeland security was mistaken
She recieved a call from her brother. The President had gotten the same letter and there wasn't a mistake. It was the law that was passed years before to keep the administration safe and not intell that was kept in the bunkers plus the bunkers could hold only so many people. That meant a lot of the employees'families are left to fend for themselves in case of a major threat from the country's enemies. The president wasn't allowed to make room for his family either.
